Arcade Gannon's Companion Quest will give you the opportunity to get Power Armor and Power Armor Training from the Enclave Remnants. In order to get this, you'll need to recruit Arcade Gannon and also gain Arcade Gannon's trust through a few discussions.

So this might be a bit of a controversial statement but I am going to try and back it up. Largely because I think we need to dispel the idea of the 'best armor' in the game in being terms of raw DT protection. While it certainly is important (especially in a power armor set) it isn't everything.

While the Tesla armor has 4 less DT (and that can make a real difference) than the Remnant Armor. It still is the second most powerful armor in the game in terms of DT. surpassing even the T-51b Armor.

This is all while being 10 lbs lighter than it's tougher equivalent, giving 5% bonus to energy weapons, and most importantly belonging to the medium armor class. Which ultimately makes this armor significantly cheaper to upkeep and maintain with the Jury Rigging perk (which will be important as it is tied with the Remnant Armor as the lowest power armor health in the game). As these two armor as extraordinarily expensive to upkeep and maintain without this advantage. Combined with the other two perks more than makes up for the extra 4 DT in protection. That will be moot once you reach the higher levels and have built out your ability to move like a walking tank appropriately.
